This is a NATIONAL FLAG and the only person who has the authority to alter the disposition of the NATIONAL FLAG is the PRESIDENT of the UNITED STATES… the governor has the right and the authority to half staff the STATE FLAG!!! no more than that… I am not opposed to half staffing the United States flag for even a” not affiliated ” person which is not a designated U.S. employee but that is a duty, and in this case a desire, of the President of the United States of America!!!
